Attorney General Larry Long, in cooperation with South Dakota Health and Human Services, the Brookings County Sheriff's Office, NPAMC, and the South Dakota 3rd Judicial Circuit, launched a research project that requires persons under arrest and lodged in jail to participate in a prescreen that is designed to test for co-occurring mental illness that is present along with an alcohol or drug dependency. The National Center on Addiction and Substance Abuse at Columbia University
In May, CASA released Shoveling Up II: The Impact of Substance Abuse on Federal, State and Local Agencies. The report calculated that in 2005, the year the data was gathered, the U.S. spent $ 467.7 billion on the consequences of substance abuse and addiction; only 1.9% went to prevention and treatment, 0.4% to research, and 1.4% to taxation and regulation, and 0.7% to interdiction.
