Hawaii Opportunity Probation with Enforcement

A Hawaii judge developed the Hawaii Opportunity Probation with Enforcement (HOPE) program to address offenders with alcohol and drug misuse issues. The program “uses swift, certain, and mild sanctions to encourage compliance with the rules of community supervision.” A preliminary evaluation suggests that participating probationers are “substantially less likely than those in a comparison group to use drugs, skip probation appointments, get arrested, and have their probation revoked.”
