Vice Chair

NPAMC Board Member Carl Wicklund is currently the Executive Director of the American Probation and Parole Association (APPA). He has over 37 years of experience in the justice and human services fields that includes correctional program development and management.

Carl has held numerous leadership positions in professional organizations, policy task forces, and community organizations. With the APPA, he was on the National Program Committee, chaired the Juvenile Justice Committee, and served on the Board of Directors. He has served as President, Chair of the Education and Training Committee and a member of the Board of Directors for the Minnesota Corrections Association. He also served in numerous other organizations, including the Minnesota Association of Child and Youth Care Workers, the Minnesota Coalition for Homeless Youth, and the Minnesota Association of Women in Criminal Justice. He is currently the vice-chair of the Global Justice Information Sharing Initiative advisory committee that advises the U.S. Attorney General. Additionally, he chairs the Privacy and Information Quality Work Group and is also currently a member of the FBI Criminal Justice Information System’s Advisory Policy Board.

Carl was the recipient of the first annual Minnesota Citizens Council on Crime and Justice award, the Florida Association of Community Corrections Life Time Achievement Award, the first U.S. Congressional Crime Victims’ Rights Caucus Allied Professional Award, and the Justice Leadership Award from Family Justice (NY).

Carl holds a B.A. in Psychology from Gustavus Adolphus College.
